It uses a meal ticket system. Menu items are half price depending on the day of the week, and special menu items are available on certain days (such as the 7th). You can enter directly without going into the pachinko parlor, so it's possible to just go for a meal. The interior of Gohandoki is clean, there are toilets next to it, and they also have a hearty menu, so it's a hidden gem that I highly recommend.
