Matsuya is located across the street from my usual hotel "Keio Press Inn Ikebukuro" where I stay before going to Tokyo on Thursdays. I usually check in late, so I use it for a midnight snack. Personally, I think the "Flat Beef" is the most recommended menu item at Matsuya.
