I had tempura soba and a glass of beer at Kaisen Mart in Futako Tamagawa Rise. It's been almost a year since my last visit. Tempura was excellent, with shiso leaves, shrimp, eggplant, pumpkin, and whiting. The garnish of kinpira was also excellent, and the soba had a consistent flavor. All for 1,280 yen. (Beer is not included.)
